Prime Minister’s Youth Laptop Scheme Phase-III



 The Prime Minister’s Youth Laptop Scheme Phase-III is a program initiated by the government. In the past, two similar programs were carried out by the Higher Education Commission (HEC), known as PM National Laptop Scheme Phase-I and II.

Under the PMNLS scheme II, around 500,000 laptops were given out to students in public universities and technical colleges, including Federal and FATA colleges. The HEC managed the program, ensuring fairness through an online system. They also shared information on their website to keep the process transparent.

It’s important to understand that a country’s development depends on its educated population. In Pakistan, about 63% of people are under 30 years old. This large young population can be both an advantage and a challenge. It’s an advantage if they receive good education, job opportunities, and support. However, if not handled well, it could be a problem.

The government recognizes this and has started programs to help young people. These programs aim to provide them with education, skills, and opportunities to start businesses. This will not only reduce unemployment but also encourage the youth to contribute positively to the country’s growth.

Introduction of Phase III (2022-23)

The Prime Minister of Pakistan has announced a new project where talented students in public universities and colleges will receive laptops. The goal of this project is to give opportunities to young and skilled students in Pakistan and Azad Jammu & Kashmir. The project, known as the Prime Minister Youth Laptop Scheme (PMYLS) Phase-III, has been approved by a governing committee.

Under this project, 100,000 laptops will be given to deserving students based on their achievements. The selection process will be fair and transparent, and it will be done online. This initiative has been successfully carried out twice before by the Higher Education Commission.

Students studying in public sector Universities/ Degree Awarding Institutes duly recognized by HEC (Except Distance learning).

  • Students enrolled in PhD/ MS/ MPhil or equivalent 18-year program.
  • Students enrolled in a 4-year or 5-year bachelor’s degree program (morning and evening).
  • Students enrolled in MBA Program (3.5 years, 2.5 years, and 1.5 years).

Ineligible

Following students will NOT be eligible for laptops under this scheme

  • Students enrolled at any private sector higher education institute (HEI).
  • Students who have already received a laptop under any Federal or Provincial Government scheme.
  • Foreign nationals, except students from AJK.
  • If any student has not applied online or his/her application has not been received through an online portal.
  • The eligibility for the laptop award will also be determined at the time of distribution. If a student(s) fails to produce the required documents and proof of academic performance, against the data which made him/ her qualified for a laptop, he/ she shall not be awarded with a laptop.
  • Any selected student who passed out degree program prior to laptop distribution.

Distribution Strategy/Selection Criteria

  • Once students apply online for a program within the deadline using the HEC online portal, a system will sort out which students are eligible and which are not.
  • The person in charge of the relevant department (Focal Person) will then review the student’s information using their special online account. They will check details like the student’s name, ID card number, department, degree level, and their last exam’s percentage or CGPA.
  • It’s up to the university’s Focal Person to make sure the verification process is accurate. If they find any mistakes in the student’s information, they can correct it. They might get the correct information from the student or from the student’s institute.
  • Depending on what the student applied for, the Focal Person can either approve the application, verify it, or fix any errors. They need to do this within a certain time limit.
  • Each university will get a certain number of laptops according to the rules about who is eligible and the standards for merit.
  • After the deadline for verification set by HEC, the system will automatically create lists of students who qualify based on merit for each university.
  • HEC will send these lists to the universities. The universities will look over the lists and check if they are right. They have 15 days to do this.
  • If there are any mistakes in the lists, the universities will tell HEC. Once the mistakes are fixed, HEC will send the final lists to the universities.
  • Every university has to put up the final lists in places like notice boards, websites, or social media. They also have to say when the laptops will be given out.
  • The final lists will also be put on a website. Anyone can see these lists to find out if they or someone else made it based on merit.

Distribution Criteria

The distribution criteria have been defined as follows:

  • Laptops will now be given to students based on their academic achievements in different degree programs such as PhD, MS/M.Phil., and 16 years of education. The distribution will be fair and based on merit. The number of laptops given to each university will be based on how many students are enrolled there, and each degree program will have a specific number of laptops available. These laptops will be divided among different categories like University Quota, Campus Quota, Degree Program Quota, Department Quota, and distribution over the years of study.
  • The Prime Minister’s office has decided that 14% of the laptops (14,000 laptops) will be reserved for students from universities in Balochistan. These students will be from universities that are officially recognized in Balochistan. The rest of the laptops, which is 86,000, will be distributed to students in public universities based on the number of students each university has.
  • This new system ensures that laptops are given to students based on their academic performance, and a certain number of laptops are specifically allocated to students from Balochistan as per the Prime Minister’s directives.

FEEDBACK COMPLAINTS
